EXECUTIVE SUMMARY 1.0 BACKGROUND In 2003, Ghana signed onto the Extractive Industries Transparency Initiative (EITI). By this singular action Ghana joined the list of countries implementing EITI globally. Introduction: The Ghana Extractive Industries Transparency Initiative (GHEITI) National Steering Committee through GTZ and the Integrated Social Development Centre (ISODEC) on behalf of Civil Society Organizations (CSOs) separately engaged the services of legal experts in 2008 to review existing legislation and recommend if Ghana required a separate legislation for her EITI process.
