Implementation Strategies and Plan
Objectives

* Carry out an independent Audit of Ghana's mining Industry.

*To develop and implement a revenue disclosure and publication mechanism to ensure that Ghanaians get all the information on their Extractive Industry revenue and public expenditure enabling them hold the government to account.

" To build Capacity for the EITI Secretariat and other government Agencies and Civil Society in EITI to enable then participate actively in the implementation process;

" Develop and implement a Communications Strategy to fully engage the different Ghanaian publics; particularly Civil Society Organizations and Community Groups to ensure that Ghanaians know that the Extractive Industry resources belong to them.

" Legislation of EITI principles and objectives to ensure their existence in subsequent years beyond the present administration.

EITI implementation strategy in Ghana has four main trusts:

Strategies

1. Conduct an annual independent audit
2. Develop an effective administrative framework at the secretariat to facilitate delivery
3. Build capacity within government agencies and civil society organizations
4. Fashion ways to deepen EITI and develop effective feedback mechanisms

Below are the major components of the implementation plan.

" Appointment of an Independent Aggregator

The first step of the implementation of the action plan government has appoint ed an independent aggregator who will review data from the government and the companies and prepare the first EITI report.

The Steering Committee recognizes that comprehensiveness and accuracy are highly desirable goals of this excise, especially for international comparisons and the appreciation of trends over time in Ghana. For this reason and others the Ministry of Finance and Economic Planning has engaged a reputable Ghanaian Audit Firm, BOAS & ASSOCIATES to collect the data.

The first audit report is expected to be out by end of November, 2006 and will be launched at a press conference.

" Strengthening the Secretariat

The EITI Coordinating Secretariat is responsible for the implementation of the Work Plan. The main role of the Secretariat is the coordination, monitoring and evaluation of the entire EITI Program in conjunction with the Steering Committee. It is also to provide technical support to the Independent Aggregator and also perform the role of a liaison between the major stakeholders. Strengthening the capacity of the EITI Secretariat through the provision of the necessary logistics is therefore absolutely necessary.

The capacity of the Secretariat must also be strengthened for it to be able to prepare discussion papers on all major issues concerning the EITI. It must be stated that EITI implementation in other countries has revealed that a number of specific issues usually need investigation through research before actions are considered. Technical Assistance of all forms would be required from the EITI London secretariat for this purpose. Additionally, study tours to acquire learning experience from other countries involved in the implementation of the EITI will be undertaken by the Secretariat.

" Capacity Building and Awareness Creation

To play a vital role the District Assemblies and the Civil Society groups must understand and internalize the operations and revenue flows of the mining companies to enable them sensitize the communities and the general public. This requires training and retraining to build requisite capacity to understand these fairly technical operations. Communicating the EITI and deepening public understanding to generate debate around emerging issues, requires cutting edge capacity to provide insightful explanations and construct persuasive arguments. Grassroots structures are the most effective vehicle to deliver EITI communication strategy to the mining communities.

Thus, the National Steering Committee acknowledges the value of developing the capacity of civil society groups to fully comprehend the audit results and provide channels for dissemination through appropriate advocacy. A number of capacity building activities are therefore planned for 2006. The key objective here is to strengthen civil society's participation within the EITI.

" Public Dissemination

Ghana's EITI must satisfy the expectations of a wide range of Stakeholders - both inside and outside Ghana. Unless the adequate details of the audit report are communicated - in a timely manner - to those stakeholders, both internationally through mining journals and also in rural areas and mining communities, much of the benefit of signing up EITI will be lost. Public dissemination is therefore a critical area of the Steering Committee Action Plan.

The Secretariat is therefore proposing the setting up of a website and the establishing EITI Information Centers in three mining communities for the purposes of information dissemination. Periodic Regional Workshops for dissemination and feedback will also be held by the Secretariat.
